539. For the purpose of payment of the bonds, and the coupons there-
on, issued by virtue of the premises hereof, the said Mayor and Town
Council of the Town of Kensington, shall have authority, and are hereby
authorized, empowered and directed so to do, to annually assess and levy
as a tax two-thirds of the annual cost of the redemption of the bonds issued
hereunder, and the interest coupons due on said issue, equally against the
total number of front feet of all land abutting upon the streets or public
highways containing said water and sewer mains, or either of said mains,
and which can be served by said main or mains, the owner or owners of
said abutting land being assessed in proportion to the number of assessable
front feet owned by him, her or them; and the Mayor and Town Council
shall annually assess and levy as a tax the remaining one-third of the an-
nual cost of the redemption of the bonds issued hereunder, and the inter-
est coupons due on said issue, against all the assessable property of the
Town of Kensington, as assessed on the tax roll of said town: Provided,
that where corner property, under one, or joint ownership, fronts or abuts
upon two streets, or public highways, containing water and sewer mains,
or either of said mains, and which said property requires but one service,
the abutting frontage shall be computed, for the purpose of the assessment
and levy hereunder, as one-half of the total number of front feet bordering
on both of said streets or public highways; and the said assessments levied
as a tax aforesaid, shall be liens upon the property against which it is so
levied.

540. The Mayor and Town Council of the Town of Kensington shall
have full power to collect said special tax and the service charges provided
for in Section 537 of this subtitle, by the voluntary payment of the same'
by those responsible therefor or by sale, that is to say, in like manner as.
other town taxes in said Town of Kensington are collected; and when said
tax and said charges are collected they shall be applied as hereinbefore pro-
vided.

541. Ten days after the ratification of this Act by the method herein-
after provided, the Mayor of said town shall select three discreet, male
persons, over the age of thirty, taxpayers of said town, and residents of
said town for three years next preceding their appointment, said persona
shall compose the "Water and Sewerage Commission", and serve without
compensation; the duties of said Commission shall be advisory solely;
they may examine all contracts and accounts in the establishment and con-
struction of said system; inquire into any matter or thing incident to the
establishment of said system, the bond sale and the expenditure of the
proceeds thereof; notice of any meeting of the Mayor and Town Council
shall be given, in writing, to each member of said Commission at least two
