and which said bonds shall have printed on them a distinct reference to
this Act authorizing the issue and be forever exempt from all County and
municipal taxation.

535. The funds realized from the sale of the bonds herein authorized
to be issued and sold shall be applied, solely, by the said Mayor and Town
Council of the Town of Kensington in the immediate establishment, con-
struction and erection of a water system and sewerage system for said
town for the purpose of supplying residents of said town with water, with
fire protection, and for drainage and sewerage purposes, and to that end
the said Mayor and Town Council shall have the power and authority to
determine where and in what order, and under what streets, roads and
public highways of the said town the water mains and sewer mains and
fire plugs shall be established, constructed or laid; to determine the char-
acter, kind, manner and methods of system to be established and con-
structed; to make all necessary contracts for the installation of said sys-
tem, either by it or by a contractor or contractors; to pass all necessary
orders for the payment of moneys due for the establishment, construction,
and thereafter the maintenance of the said system as shall from time to
time be due or earned by an employe, contractor, or contractors, in the
prosecution of said work or under the employ of said town; also from
time to time to pass all necessary orders for the payment for property pur-
chased or condemned, and for material furnished in pursuance of the
provisions of this Act; said Mayor and Town Council may, in its dis-
cretion, employ a competent engineer to plan and superintend the work
of establishing and constructing the said system; may, in its discretion,
employ the services of an attorney to advise and prepare contracts for
the said work.

536. Should the Mayor and Town Council of said town, in the exer-
cise of the discretion vested in it by the provisions of this Act, determine
to construct and install said system, or any department of the work there-
under, by the letting of a contract therefor, then, and in that event, the
said contract shall only be awarded by the said Mayor and Town Council
after public advertisement for not less than once a week for three succes-
sive weeks in some newspaper published in said Montgomery County, giv-
ing notice when and where the plans and specifications may be seen, the
terms of the proposals and the hour and place where the bids will be
opened, on the day and hour, and at the place, set out in said advertise-
ment, and in the presence of such bidders as may appear, the engineer
or engineers for said town, the advisory commission hereinafter provided
for, such attorneys for the respective parties as may appear, the Mayor
and Town Council and the Clerk and Treasurer for said town, said bids
are to be opened by the said Mayor; and within four weeks from said date
the said Mayor and Town Council shall reject any bid or bids, or accept
any bid or bids, filed as aforesaid, and if any such bid or bids be accepted,
