cessors are elected and qualified. The qualifications of voters for Mayor
and councilmen shall be the same as prescribed for voters by the laws of
this State; they must have resided within the corporate limits of said town
for at least six months preceding election; the Mayor and councilmen
must continue to reside in said town during their term of office and they
shall receive no fees or compensation for their service, except that the
Mayor shall receive the fees hereinafter allowed.

457. The Mayor shall preside at all meetings and call such meetings
from time to time as he may deem necessary; but in the event of the ab-
sence of the Mayor from any meetings, the members of the council present
shall elect one of their own number to preside during his absence, who
shall for the time being be clothed with all the powers and authorities of
said Mayor; the council shall pass rules and by-laws for their own govern-
ment while in session; all vacancies in the council caused by absence from
its session for more than three consecutive months, without satisfactory
excuse or otherwise shall be filled by an election after ten days' notice hav-
ing been given as to the time and place; in the event of the death or resig-
nation of the Mayor, the council shall elect one of their number to fill the
vacancy until the expiration of the former Mayor's term. If at any time
during his term as Mayor the Mayor shall have cause to absent himself
from the town he shall, at the last meeting preceding his departure, so
notify the council, and the council shall at that meeting elect one of their
number to act during the absence of the Mayor, who shall for the time
being and as long as the absence of the Mayor requires be clothed with all
the powers and authority of said Mayor, and in case of his absence shall
act with full power and authority until the return of the Mayor, and then
the authority and powers of the Mayor pro tem shall cease.

458. The council shall meet in some convenient place in said town as
often as required by the duties of their office, meeting not less than once
every month; a majority of the council shall constitute a quorum for the
transaction of business.

459. The Mayor shall annually, on or before the first Thursday in
April, appoint three judges of election, by and with the consent and ap-
proval of the council; said judges shall appoint a clerk and shall conduct
an election by ballot in accordance with the provisions of Section 456 of
this subtitle; the polls to be open at 5 o'clock P. M. and close at 9 o'clock
P. M.; the judges and clerks shall make their returns to the council, and
also make their returns to the clerk of the Circuit Court for Montgomery
County as to the result of all the elections for the office of Mayor; but said
judges and clerks shall receive no compensation for their services; not
more than two of said judges of election shall be of the same political
party.
