the manner provided for in said Section 450, and provided also, that no
period approved by said voters at any time shall exceed three (3) years.

453. Whatever balance may remain unexpended of the amount levied
and collected by the Mayor and Town Council of Garrett Park, during the
fiscal year ended June 30, 1929, under authority of Chapter 190 of the
Acts of 1922, entitled "An Act to provide for the issuing of bonds by
the Mayor and Town Council of Garrett Park for the purpose of im-
proving and rebuilding the present road system," in excess of the amount
required to retire the said bonds in conformity with the provisions of the
said Act, is hereby authorized to be expended by the said Mayor and
Town Council in improving and resurfacing the roads of the said town.

454. The citizens of the town of Glen Echo are hereby created a body
corporate by the name and style of Mayor and Council of Glen Echo,
with all the powers and privileges of a body politic and corporate, and
by said corporate name may have perpetual succession, sue and be sued,
plead and be impleaded in any court of law or equity, and may have and
use a common seal.

455. The boundaries of said town shall embrace the land of the Na-
tional Chatauqua of Glen Echo, as of record in the office of the Clerk
of the Circuit Court for Montgomery County, recorded in Liber J. A. 25,
folio 253, and all land lying between said National Chatauqua of Glen
Echo and the Virginia shore, and having for its western boundary the
western edge of Cabin John Creek.

456. The citizens of said town shall, on the first Monday in May,
1912, and every second year thereafter on the first Monday in May, at
such place or places as shall be designated by the judges of the election,
between the hours of 5 o'clock P. M. and 9 o'clock P. M., elect by ballot
one person who shall be not less than thirty years of age as Mayor of said
town, who shall serve for a term of two years, or until his successor is
elected and qualified. The citizens of the aforesaid town shall also elect,
on the first Monday in May, 1912, two persons to be members of the coun-
cil of said town, who, together with the present members, who were elected
on the first Monday in May, 1911, to serve for a term of two years, and
whose terms expire in May, 1913, shall, with the Mayor, constitute the
council. The citizens aforesaid shall elect on the first Monday in May,
1912, and annually thereafter, two persons to be members of said council
of said town, who shall serve for a term of two years or until their suc-
