regulation shall be conducted by or through and in the name of said Citi-
zens' Committee on behalf of said Section Three. Costs of any such pro-
ceedings may in the discretion of the presiding Justice of the Peace be
assessed against any person convicted of any violation of said regulations
and if not so assessed shall be paid by said Citizens' Committee.

1916, ch. 172, sec. 7.

106. For the purpose of making the improvements provided for in
Section 103 of this subtitle or for making improvements from time to time
other than maintenance and repairs, the said Citizens' Committee are here-
by authorized and empowered to borrow money and otherwise contract
indebtedness and obligate said Section 3 in amounts not exceeding in total
at any time ten per cent, of the assessed valuation of the real property
within said Section 3, and for these purposes said Section 3 hereby is
constituted a corporation, and the said Citizens' Committee is empowered
to act for said corporation.

107. The Treasurer of said Section 3 of said Village of Chevy Chase,
shall deposit all funds coming into his hands as such, in accordance with
the requirements of law, for the deposit of County Funds by the County
Treasurer, or in such other Bank approved by the Citizens' Committee of
said Section 3; provided, that the Treasurer of said Section 3 of said Vil-
lage of Chevy Chase shall not dispose of any of the funds coming into his
hands as such Treasurer, except upon check duly signed by him as such
Treasurer, and countersigned by the Chairman or some member of the said
Committee acting as Chairman pro tem in his absence; such acting Chair-
man shall be duly authorized to act by resolution of said Committee, which
must first be placed upon the minutes of the Committee to be provided
therefor.

108. Chapter 383 of the Acts of the General Assembly of Maryland
of 1910, authorizing special levies for the Village of Chevy Chase is here-
by repealed in so far as the same may apply to said Section 3 thereof.

109. The moneys in the hands of the Citizens' Committee chosen in
accordance with the provisions of Chapter 566 of the Acts of 1914, or of
the treasurer of said Citizens' Committee and all moneys due said Citi-
zens' Committee or its treasurer and all property of whatsoever character
in the possession or control of said Citizens' Committee shall be turned
over to the Citizens' Committee named in this Act which shall succeed to
all the duties, rights and privileges of the Citizens' Committee chosen in
accordance with Chapter 566 of the Acts of 1914, not inconsistent with
the provisions of this Act
