with the corporate seal of said Commissioners affixed and shall be regis-
tered by the Clerk of the said Commissioners in a book kept for that
purpose.

1920, ch. 419, sec. 4.

281. After the construction of the water supply system and the sewer-
age system as provided for in this Act by the Commissioners of Millington,
the Commissioners of Millington shall have charge of said water supply
system and sewerage system so erected and constructed and shall operate
the same with authority to employ and pay such engineer, workmen,
laborers and employees as may be necessary to carry on and maintain the
same and shall have authority to purchase materials and supplies necessary
to operate the same and to make repairs and additions thereto as necessity
may require; and to fix, charge, and collect water rates and water rents
for the use of the water obtained under said system and to adopt and pro-
vide rules and regulations therefor and to fix, charge and collect sewerage
rents or sewerage rates for the use of said sewerage system and to adopt

and provide rules and regulations therefor.

282. After repairs, maintenance, running and extension expenses are

paid out of or retained out of the water and sewerage rents received by the

said Commissioners of Millington from the operation of said systems, all

surplus revenue shall be applied by the said Commissioners of Millington

towards the payment of interest on said bonds as said interest shall be

due and payable and towards the payment of the redemption of the said
bonds as the same mature from time to time, and the said Commissioners

of Millington are hereby authorized and directed in each and every year

to levy upon the assessable property in the said town of Millington, such

sums of money as may be necessary to pay the interest on said bonds as

said interest shall become due and payable and also to levy such sums in

addition thereto as may be required to pay or redeem said bonds as the

same mature from time to time until all of said bonds shall have matured,

which tax shall be levied and collected by the said Commissioners of
Millington in the same manner as the town taxes now are or may be here-
after collected and have the same priority, rights, bear the same interest

and penalties and in every respect be treated the same as said town taxes
for the Town of Millington now are, and shall be in addition to the taxes
which are or may hereafter be collected for the said town of Millington.

1920, ch. 419, sec. 6.

283. The Commissioners of Millington for the purpose of assessing
benefits for the construction of said water supply and sewerage system for

said town, shall divide all properties binding upon a street, lane, alley or
right-of-way, in which a water main or a sewer is to be laid, into four

classes, namely: agricultural, small acreage, industrial or business, and

sub-division property. Immediately upon the commencement of the water

supply and sewerage project the Commissioners of Millington are empow-
