which tax shall be levied and collected by the said Commissioners of

283. The Commissioners of Millington for the purpose of assessing
said town, shall divide all properties binding upon a street, lane, alley or classes, namely: agricultural, small acreage, industrial or business, and sub-division property. Immediately upon the commencement of the water
