to be named by the commissioners of Millington after twenty days' notice
thereof, when the legal voters of said town shall express by ballot their
assent or dissent to the law proposed, and provided that the entire public
debt of said town shall not exceed the sum of six thousand dollars. And
shall have power and authority, in their discretion, to exempt from assess-
ment and taxation for municipal purposes the bonds issued by the commis-
sioners of Millington.

278. The said commissioners of Millington shall have full power and
authority, and are required to levy all necessary taxes over and above the
taxes authorized to be levied in Section 274 of this sub-title, upon the
property within the taxable limits of said corporation for the payment
of the interest on said bonds authorized to be issued by the preceding
section, and for the payment of the principal thereof at the maturity there-
of, and shall create a sinking fund for that purpose, and to levy the neces-
sary taxes therefor.

279. The County Commissioners of Kent County shall annually on or
before the first day of January, 1923, and every year thereafter, pay
over to the Commissioners of Millington the sum of six hundred dollars
($600), so that the Commissioners of Millington may receive and dis-
burse the said amount for the purpose of keeping in repair the public roads
and bridges of said town of Millington.

280. The Commissioners of Millington, Kent County, Maryland, are
hereby authorized, empowered and directed to build and construct a water
supply system for the Town of Millington, Kent County, State of Mary-
land, including drilled wells, receiving reservoir, pumping station, ele-
vated tank and tower, mains, connections and fire hydrants to be erected
in said town and to build and construct a sewerage system for the Town
of Millington, Kent County, State of Maryland, including a sewerage
disposal plant to be erected in said town or in the suburbs thereof; and to
run and operate the said water supply system and the said sewerage dis-
posal plant for municipal and commercial purposes and for the purpose of
acquiring by purchase or condemnation whatever property or right of
ways, and for doing whatever work is necessary therefor. The said Com-
missioners of Millington are authorized, empowered and directed to borrow
money on the faith and credit of said town, not to exceed in the aggregate
the sum of fifty-five thousand dollars ($55,000.00), and to issue bonds
therefor to be known as the Millington Water and Sewerage Bonds, Said
bonds shall be signed by the President of the Commissioners of Millington
