all advice regarding criminal law and procedure that he shall give any
Justice of the said County; provided, however, that his actual expenses
incurred in following and trying criminal cases, removed from the said
County shall be paid in addition to his salary and that all general or local
laws inconsistent with the provisions of this Act be and the same are
hereby repealed.

297. It shall be the duty of the Sheriff to collect and pay over to the
County Commissioners quarterly any appearance of their fee, taxed as
parts of the costs payable to the State's Attorney in any criminal cases.
STREAM POLLUTION.

298. No person shall place, throw or make use of in any of the waters
of Howard County, except for bona fide engineering, milling or mining
purposes, any dynamite or other explosive substance, or any lime, poison,
acid, sawdust, shavings or other substance whatsoever deleterious to or
destructive of fish life, under a penalty of not less than twenty-five dollars
nor more than one hundred dollars, or imprisonment in jail for not less
than six months nor more than one year, or both fine and imprisonment,
in the discretion of the court; provided, however, that nothing in this sec-
tion shall apply to saw mills or saw mills now in operation until October
1, 1905, unless said saw mill or mills shall in the meantime change its or
their location; and further provided, that any saw mill or mills moving
from its or their location shall be considered, a new mill or mills, and
shall be subject to the provisions of this section.
SYKESVILLE.
1904, ch. 256, sec. 1.
299. The citizens of the town of Sykesville, in Carroll and Howard
Counties, are hereby created a body corporate by the name of the "Mayor
and Common Council of Sykesville," with all the powers and privileges
of a body politic and corporate, and by such corporate name shall have
perpetual succession, sue and be sued, plead and be impleaded in any court
of law or equity; may have and use a common seal; may purchase and
hold real, personal and mixed property, and sell and dispose of same for
the benefit of the town, and may erect or lease suitable buildings for
municipal purposes.

300. The limits of said town shall be as follows: South 38 degrees
west 2 perches from Springfield Hospital stone gate marked "Springfield,"
to beginning of first line running north 41 degrees west 14 perches to
line 2, north 44 1/2 degrees west 72 perches to the beginning of line 3,
as laid out by section 2 of chapter 256 of the Act of 1904, thence north
