HOWARD COUNTY. 3121

Howard County shall be deemed guilty of a misdemeanor, and upon con-
viction thereof shall be subject to a fine of not less than two dollars, or an
imprisonment of not less than two days in jail.

1900, ch. 252, sec. 2.

287. Any person who shall, while riding a bicycle or other vehicle
of that description on any sidewalk or footway laid along any public road
in Howard County, refuse to stop, dismount, upon the order of any sheriff,
deputy sheriff, constable, policeman or other officer of the peace, shall be
subject to a fine of not more than ten dollars, or an imprisonment of not
more than ten days in jail.

1900, ch. 252, sec. 3.

288. Any person riding or propelling any bicycles or other vehicle
of that description at night shall use a lighted lamp or lantern properly
placed on said bicycle or other vehicle of that description. Any person
violating the provisions of this section shall be subject to a fine of not
more than ten dollars, nor more than ten days in jail.

289. The county commissioners of Howard county are authorized and

empowered to issue bonds to the amount of six thousand dollars, of which
sum an amount not exceeding four thousand dollars shall be expended for
the purpose of building a new school-house or houses in Ellicott City, in
said county, and the balance thereof to be applied for the purpose of build-
ing new school-houses elsewhere in said county by the board of school com-
missioners of Howard county, in their discretion; said bonds to be issued
in sums of not less than one hundred nor more than one thousand dollars

each, to be signed by the president of the board of said county commis-
sioners, and countersigned by the clerk of said board, with the corporate
seal of said county commissioners thereto attached—said bonds to bear

date September the first, eighteen hundred and eighty-eight, and to bear
interest at the rate of four and a half per centum per annum, payable
annually on the first day of September of each and every year, for which
interest proper coupons are to be attached to said bonds, signed by the
president of the board of the said county commissioners; said bonds to be
free from all State, county and municipal taxation.

290. The county commissioners shall annually levy upon the assessable
property of Howard county a special tax sufficient to pay the interest on

*Ch. 485, 1922, authorized $60,000, and ch. 18, 1924, $180,000 of bonds for schools,
but ch. 18, 1924, repealed ch. 485, 1922, as to ?60,000 of school bonds. Both Acts
provided for levying taxes to pay Interest on and to redeem said bonds. Ch. 213,
1929, authorizes Howard County to issue $80,000 of bonds for schools, but this Act
will be submitted to the voters of the county in November, 1930, on petition filed
under Article 16 of the State Constitution.
