261. The County Commissioners of Howard County on or before the
first day of May, in the year nineteen hundred and fourteen and every
second year thereafter, shall appoint some competent person as County
Road Superintendent, for the term of two years, who shall have had at
least two years' practical experience in constructing, building, maintain-
ing and repairing roads in Howard County, and who shall have the au-
thority and right by and with the consent of the County Commissioners,
to employ such civil engineer as in his judgment he may deem prudent
and wise; the compensation of such engineer to be agreed upon by the
Road Superintendent and the engineer prior to said engineer's employ-
ment. Said County Road Superintendent shall reside in Howard Coun-
ty during his employment as such County Road Superintendent. He shall
receive a compensation of fifteen hundred dollars annually, payable
monthly. Said County Road Superintendent shall qualify within thirty
days after his appointment by the County Commissioners by subscribing
to the oath as required by Article 1, Section 6, of the Constitution of the
State of Maryland, and upon such qualification shall execute in favor of
the County Commissioners of Howard County a corporate bond in the
sum. of one thousand dollars for the faithful performance of his duties.
In case of vacancy in the office of said County Road Superintendent caused
by death, resignation or otherwise the County Commissioners shall within
thirty days appoint some competent person having the above qualifications
as County Road Superintendent for such unexpired term caused by such
vacancy.

262. The County Road Superintendent shall have the active control
and supervision of the building, working, repairing and reconstruction of
public roads and bridges in Howard County, subject to the control and
approval of the said County Commissioners, and it shall be his duty to
give personal supervision to all work, repairs, building and maintenance
of the roads and bridges of said County, and all employees hereinafter
authorized to be appointed shall be under his personal direction, and he
shall be responsible for the actual work done upon the roads in the several
districts of Howard County, and shall cause to be made all specifications
for the building of new roads and bridges in said County. The said
County Road Superintendent of Howard County shall employ such help
in addition to those hereinafter provided for in this Act, as he may deem
expedient to carry out the provisions of this Act; provided, that each
employee shall not be paid a sum to exceed the amount of three dollars
per day, unless the said County Road Superintendent shall first obtain
the consent in writing of the County Commissioners, which writing shall
state the amount in excess of three dollars per day authorized to be paid
to said employees employed by the said County Road Superintendent;
provided, however that the amount paid for work done and materials
furnished shall not exceed the amount assigned by the County Commis-
