3110 ARTICLE 14.

257. A copy of said proceedings when so recorded, duly attested by
the clerk of said county commissioners, under the seal of the office of the
county commissioners, shall be admitted as prima facie evidence in any
court, or before any justice of the peace in this State, to prove the facts
therein recited.

258. The county commissioners shall, at the usual time of levying the
taxes for the year next succeeding the recording of said proceedings, cause
to be levied on the assessable property of said county, a sum sufficient for
the payment thereof, at the rate of one cent for each ten words thereof,
and of one cent for each twenty figures thereof, and pro rata.

259. The County Commissioners of Howard County are authorized
and empowered to control and regulate the public roads and bridges in
said county subject to the provisions of this act.

260. The County Commissioners of Howard County shall at the time
of making their annual levy, levy upon the taxable property of each of
said districts of said County a sum not less than Ten Thousand Dollars
($10,000.00), and the sum so levied to be used in the district from which it
is levied for the purpose of building, repairing and reconstructing the pub-
lic roads and bridges in said District. The said County Commissioners may
levy such other sum or sums of money as they may deem requisite for build-
ing of new bridges and opening new roads and for repairing and recon-
structing public roads and bridges in said County but the levy of such other
sum or sums for the building of new bridges or opening of new roads or
of repairing and reconstructing of roads or bridges in any particular dis-
trict or districts of said County shall be solely upon the taxable property
of said district or districts wherein will be located the said new roads or
bridges and not upon the taxable property of any other district of said
County or if old roads or bridges are to be repaired or reconstructed the
levy shall be solely upon the taxable property of said district or districts
wherein are already located said old roads or bridges and not upon the
taxable property of any other district of said County. Except as herein-
before modified all taxes herein provided for shall be levied and collected
as are other county taxes. All of the taxes levied and collected under the
provisions of this Section shall be disbursed by the said County Commis-
sioners upon the roads and bridges in said County, and in the manner
hereinafter provided for and in no other. If in any year the full sum
set apart for each District, as in this Section provided, shall not be alto-
gether expended in said District then so much as remains unexpended
shall be credited to such District for the ensuing year.
