report in writing to the Secretary of the State Board of Health every
circumstance in connection therewith; and shall placard the premises
in which any malignant, contagious or pestilential disease occurs for such
period as he thinks the public safety demands; and also to perform such
other duties appertaining to the health of the county as may from time
to time be imposed upon him by the Local Board of Health.

83. The Local Board of Health shall at the time of the appointment
of the County Health Officer, as provided by Section 80 of this Article, or
as soon thereafter as possible, appoint five experienced physicians, resi-
dents of Howard County, from the five severad districts other than the
district from which the County Health Officer is appointed, to serve as
District Health Officers; each District Health Officer to receive a salary
of one hundred dollars ($100) per annum, payable quarterly; each Dis-
trict Health Officer to hold office for two years, unless removed for cause
by the County Commissioners, acting as a board of health.

84. The County Health Officer and the District Health Officer so ap-
pointed shall within ten days of the date of their appointment meet
in Ellicott City, and shall organize a board of sanitary officers for How-
ard County. The County Health Officer shall be ex officio president and
executive officer of the said board. They shall meet quarterly in Ellicott
City on such days as may be designated by the County Commissioners.
The District Health Officers shall, in their respective districts, exercise
all the powers and perform all the duties which shall hereafter be pre-
scribed by the Public General Laws of Maryland, for secretaries of Local
Boards of Health, under the direction of and subject to the approval of
the County Health Officer, for which services they shall receive no fur-
ther compensation. They shall have general care of the sanitary inter-
ests of the residents of their respective districts, and shall make sanitary
investigations and inquiries respecting the causes of disease, especially
epidemics and the cause of mortality; they shall inquire into and investi-
gate all nuisances affecting the health, comfort or property of the citi-
zens of their respective districts, and for this purpose they are authorized
to go upon any premises or into any house in their respective districts.
They shall furnish the County Health Officer with a full report of all
their investigations and findings in such matters, and shall take such
steps as the County Commissioners shall direct to abate any nuisance
injuriously affecting the public health or the lives of persons making com-
plaint, or unduly injuring the health or comfort, or damaging the prop-
erty of the persons affected by the aforesaid nuisance. In case of any
epidemic or contagious or infectious diseases within the county, the'
County Commissioners or the County Health Officer may send one or all
of said sanitary officers to the locality where the said epidemic exists, for
which services they shall receive such compensation as may be fixed by
