79. The Local Board of Health for Howard County shall meet semi-
annually in the months of May and October, and as much oftener as they
may deem necessary; they shall act in conjunction with the State Board
of Health, and shall report or cause to be reported to said board such
facts in reference to the sanitary condition of the county as they may
deem important or necessary; they may adopt and enforce all needful
rules and regulations concerning nuisances and causes of sickness within
said county not inconsistent with the provisions of the Public General
Laws, or this subtitle relating thereto; and may regulate all fees and
charges in connection with such rules and regulations. Any person who
shall fail to comply with any such rules and regulations as aforesaid shall
be deemed guilty of a misdemeanor, and, upon conviction thereof, shall
be subject to a fine of not less than one dollar nor more than ten dollars
for each offense, and in default of payment of such fine, to imprisonment
in the county jail for not more than thirty days, except in cases where
other fines and punishments are specifically provided.

80. Such Local Board of Health shall appoint in the month of June,
1910, or as soon thereafter as practicable, for a term of two years, a
County Health Officer, who shall be a well-educated physician, and who
by virtue of his appointment shall be secretary and executive officer of
such Local Board of Health, and upon any vacancy in the office of the
County Health Officer, his successor shall be appointed by the Local Board
of Health as soon as may be practicable.

81. Such health officer shall maintain an office where shall be kept
all the records and data pertaining to his duties. Such office shall be kept
open from nine A. M. to four P. M. daily except Sunday. The County
Health Officer shall give to his duties so much of his time as may be
necessary for the proper performance of the same, and shall meet with
and report to the County Commissioners monthly and oftener if they
so desire. He shall receive a salary of Three Hundred Dollars per annum
out of which he shall pay his own traveling and office expenses, excluding
phone tolls, stationery and postage.

82. It shall be the duty of said County Health Officer to give to the
State Board of Health, the local board of health for Howard County, and
such other health officers as may properly demand the same, all such
professional advice and information as they may require, with a view to
the preservation of the public health in Howard County; to inquire into
the health of the County, and whenever he shall hear of the existence of
any malignant, contagious or pestilential disease in the County, to investi-
gate such report and ascertain as correctly as possible the cause which
produced said disease, to adopt measures to arrest its progress, and to
