1900, ch. 468.

73. The Board of County Commissioners of Howard County shall
appoint, at their first meeting in May of each and every year hereafter,
an assessor from each election district of Howard County, who shall con-
tinue to hold said office for one year from his appointment; and it shall
be the duty of said assessors to inform themselves by all lawful means of
all property, stocks or investments in their respective election districts
in said county liable to taxation and not included in the list upon the
books of the County Commissioners; and they shall value the same at the
full cash value thereof, and make return thereof to the County Commis-
sioners on or before the first day of March in each and every year; and
the County Commissioners shall allow said assessors so appointed as com-
pensation thereof one dollar and fifty cents for every thousand dollars'
worth of property so returned.

74. They are authorized, if they deem it desirable, to rent a home in
said county for the purposes of an infirmary for the care of the indigent
sick of said county.

75. The County Commissioners of Howard County shall provide for
all necessary printing and advertising of every kind, character and de-
scription, including printing and advertising for primary and general
elections, or registration, and they may have such printing and advertis-
ing done by contract, or in such other manner as, in their judgment, may
best subserve the public interests.

76. Whenever any matters, or works of internal improvement are
hereafter to be done in Howard county, over which the County Commis-
sioners shall have supervision, costing more than three hundred dollars
($300.00) when the game shall be on roads, bridges, culverts, or matters
or work under their control, it is hereby made their duty to let the same
by advertisement for sealed bids, which said bids shall be advertised for
not less than twice, in one county paper, printed and published in Howard
county, giving notice of the nature and kind of work to be contracted for,
and the day when said sealed bids will be publicly opened, and upon the
day named in said advertisement for opening said bids the said County
Commissioners shall open the same publicly in their office at Ellicott
City, and shall award the contract therefor to the lowest responsible
bidder, or may in their discretion reject any and all bids the County
Commissioners may contract for the work advertised, if they can obtain
a contract for the work so advertised, art a price lower than the lowest
bidder, without re-advertising for said work, and when any bid is accepted
require a bond in double the amount of the contract thereby let, said
bond to be approved by the County Commissioners before any contract
