of such deposit; and said clerk shall receive a fee of fifty cents for each
deposit, to be paid by the person depositing the same.

1916, ch. 680, sec. 242.

259. The manufacturer, importer or agent of any commercial fertilizer
or bone dust, exceeding ten dollars per ton in price, shall pay annually,
on or before the first day of May, to the clerk of the circuit court, a license
fee of twenty-five dollars; and shall give bond in the sum of one thousand
dollars, with at least two sureties, residents of Harford County, answer-
able for the damages and fines mentioned in Section 262, which bond
shall be satisfactory to and shall be filed with said clerk, for the privilege
of selling or offering for sale any commercial fertilizer or bone dust in
Harford County; provided, that whenever the manufacturer or importer
shall have paid the license fee herein required for any persons acting as
agents for such manufacturer or importer, such agents shall not be re-
quired to pay such fee.

1916, ch. 680, sec. 243.

260. All analyses of commercial fertilizers or bone dust shall be made
by an experienced chemist, who shall be appointed by the governor at
the same time State officers are appointed; the said chemist to serve for
two years or until his successor is duly appointed and qualified; the annual
salary to be paid to said chemist shall be five dollars, which shall be paid
out of the treasury of the State; the said chemist shall receive, in addi-
tion to the said annual salary, a fee of twenty-five dollars for each and
every analysis made by him under the provisions of this subtitle of this
article, to be paid by the said clerk out of the funds in his hands arising
from licenses or fines.

261. Said clerk shall publish annually, for two weeks, in one or more
newspapers of the county, beginning the first week in May, a correct
report of all certificates filed, together with a statement of monies received
on account of license fees, and expended on account of analyses; and any
surplus arising from license permits or fines shall be placed to the credit
of the public roads of Harford County.

262. Any person or party who shall offer or expose for sale any com-
mercial fertilizer or bone dust without complying with the provisions of
Sections 257, 258 and 259, or shall permit an analysis to be attached to
any package of such fertilizer stating that it contains a larger percentage
of any or more of the constituents named in Section 257 than it really
does contain, shall be fined not less than two hundred dollars for the first
offense, and not less than five hundred dollars for every subsequent offense;
but the fines shall not be inflicted for violations on any shipment into
this county, nor for any one lot, if made in Harford County; provided,
however, that a deficiency of one per cent, of nitrogen, potash, ammonia^
