allowed by law, or a greater fee than is allowed by law, or shall demand
or receive a fee for services or duty before the same shall be actually per-
formed, such officer so offending shall be deemed guilty of a misdemeanor,
and shall, on conviction thereof, be fined a sum not less than fifty dollars
and not more than one hundred dollars, to be recovered, with costs, by
indictment in the Circuit Court for Harford County; and the office of
such officer shall be declared vacant, and the vacancy be filled according to
the requirements of law; and it shall be the duty of the judges of the
Circuit Court to give this section in charge to the grand jury at each term
of the court to which a grand jury is summoned.

233. The County Commissioners of Harford County are hereby au-
thorized, in their discretion, to pay to the Havre de Grace Hospital, of
Harford County, Maryland, on or before the first day of September, in
each year, the sum of one thousand dollars ($1,000.00) or so much thereof
as in the discretion of said County Commissioners they may in their judg-
ment desire to pay to said hospital, and the said County Commissioners
may, in their discretion, provide for and levy in 1912 and annually there-
after, on the assessable property in said county, the amount of money nec-
essary to pay said appropriation or appropriations.

234. The County Commissioners of Harford County are hereby au-
thorized and empowered to levy annually for the support of such worthy
indigent citizens of Harford County such sum or sums as they may deem
right and proper; provided that no one person shall receive more than the
sum of Fifty Dollars per annum, except in cases where a larger sum has
been provided by a special act of the General Assembly of Maryland.*

235. Upon the completion of said addition and furnished, the Board of
County Commissioners shall appoint a Committee consisting of the Presi-
dent of the Board of County Commissioners, the Clerk of the Circuit
Court for Harford County and the Register of Wills of Harford County,
who shall receive no compensation for their services, and it shall be their
duty to keep said Court House and offices therein and the grounds sur-
rounding the same neat and in order, and the expenses for doing same
shall be paid by the County Commissioners of Harford County, +
