487. The sum of one hundred dollars, on the warrant of the comp-
troller, shall be paid to the president of the board of trustees of the Balti-
more Female College, on the first day of April in every year, in consid-
eration of which the trustees shall give tuition, with the use of text-books,
without charge, to one pupil from Garrett county, selected by the orphans''
court of said county, as in other counties of the State.

488. The board of county school commissioners of Garrett County
shall not expend for school purposes, or for any other purpose, a greater
sum of money in any one year than shall have been levied by the county
commissioners for the same year, in addition to the sum annually re-
ceived by the board of county school commissioners from the treasurer
of the State; and they are absolutely prohibited from borrowing from
any source whatever, or for any purpose, any sum of money which shall
be in excess of the moneys which they shall be entitled to receive from
the sources mentioned in this section; and it shall not be lawful for them
to contract or pay any debt in excess of the annual revenue provided for
them by law for school purposes; nor shall the county commissioners as-
sume or pay any debt or any portion of any debt that shall or may be con-
tracted in violation of the provisions of this section.

489. The school commissioners shall meet at Oakland for organization
on the first Monday in July next succeeding their appointment, or as soon
thereafter as may be, and elect a person not a member of the board, who
shall serve as secretary, treasurer and examiner, and notice of such elec-
tion, signed by the president of the board, shall be transmitted to the
comptroller of the State treasury. The board shall meet whenever the
school interests of the county require a meeting, and shall receive for
their services when occupied by the duties of their office the sum of three
dollars per day; provided, that no school commissioner in said county
shall be paid for his services more than one hundred dollars in any one
year.

490. In case a vacancy shall occur in the office of school commissioner
of said county, by resignation, death, removal from the county, or other-
wise, the governor shall appoint a competent person to fill the vacancy
during the remainder of the unexpired term.
