weapons; for the suppression of the practice of discharging firearms,
fire-crackers, torpedoes or other explosives; for regulating the handling
and storing of all kinds of explosives, for the prevention of gambling; for
licensing of theatricals or other public amusements; to suppress tramps;
for lighting the streets; for preventing swine, cattle, dogs or other animals
from running at large on the streets; for imposing a tax on dogs; for
locating of hog pens, privies and stables; and the Mayor and Town Coun-
cil shall have power and full authority to pass all such ordinances as may
be necessary to carry out and give full force and effect to the powers con-
ferred upon said corporation by law; and be it further enacted, that the
Mayor and Town Council shall have the right to provide for the organiza-
tion, equipment and government of fire companies and to permit said fire
companies to organize as a body, and to provide within itself all rules
and regulation of its members and property appertaining thereto, subject
to the general supervision of the said Mayor and Town Council.

428. The Mayor and Town Council shall have power to levy a tax on
dogs, not to exceed one dollar for any one dog, and also a tax not to exceed
two dollars upon any one bitch within the said corporation.

429. Whenever it shall, in the judgment of the Town Council, become
necessary to condemn land for the purpose of opening or widening a
street or alley, the corporation or any person aggrieved by the condemna-
tion proceedings, may appeal to the Circuit Court under such regulations
as may be prescribed by ordinances.

430. A member of the Town Council may be removed from office for
the same cause and in the same manner that the Mayor may be removed,
as provided by this Act.

431. It shall be the duty of the owners or possessors of property abut-
ting on any street, or wherever in the discretion of the Mayor and Town
Council they deem it necessary for the safety and use of the public, to
construct and keep the sidewalk upon which the said property so abuts in
good repair at his own cost and expense, and such owner shall be respon-
sible for any damages which may be occasiond by his negligence in re-
pairing such sidewalk or failure to keep them in good and proper repair.
If the owner, possessor or other person responsible, shall fail to construct
or repair any sidewalk after due notice, according to the ordinance of the
Town, the Corporation shall construct or repair the same and charge the
same to the owner, possessor or other person responsible for such construc-
tion or repairs, and the cost and expense which the Mayor and Town Coun-
cil shall incur by the fact of the construction or repair of any such side-
