deem it proper to do so.

406. The inhabitants of the town of Oakland who have resided therein
for six months next preceding any municipal election and who are quali-
fied to vote for members of the General Assembly of Maryland shall, on
the second Monday in March, eighteen hundred and ninety-eight, and on
the same day in every second year thereafter elect, by ballot, one person to
be Mayor of said town, and the said voters qualified as aforesaid shall,
on the second Monday in March, eighteen hundred and ninety-eight, and
on the same day in every year thereafter elect three persons to be members
of the town council, and the members of the town council who have been
elected and are now in office shall hold their office until the term for which
they have been elected shall have expired and until their successors are
elected and qualified.

407. There shall be a registration in the year nineteen hundred and
twenty-five (1925) and biennially thereafter, at least thirty (30) days
before the regular municipal election in March of said years for the pur-
pose of registering all persons who desire to vote at municipal elections
held in the town of Oakland. The registration held in the years subse-
quent to the year nineteen hundred and twenty-five (1925) shall, how-
ever, be merely for the purpose of revision. The City Council of Oakland
shall appoint some competent person at such a salary or compensation
and for such a term or terms as it shall determine upon, to make and
revise the registrations aforesaid. The City Council shall adopt such rules
and regulations for the making of the registrations aforesaid, as it shall
see fit to make, provided that the said rules or regulations shall in no way
alter, amend, or affect in any way the qualifications or rights of persons
to vote as now determined by law.

408. That the election of the Mayor and three members of the Town
Council shall be held in said town on the second Monday of March, 1922,
and shall hold office for the term of two years from the date of their
election and qualification; provided that all of said officers as heretofore
designated and appointed by either the Mayor or Town Council shall hold
their respective offices for the term of one year, and any wilful neglect
of duty of said officers so appointed, inefficiency in the performance of
their duties or by death or resignation shall be sufficient cause for re-
moval, and in the event of any such removal, the Town Council shall have
power to appoint some competent person for the unexpired term of such
officer so removed, and said Town Council shall have the right to remove
such officer and appoint, his successor; and provided further that it shall
be competent for the Mayor and Town Council to fix the compensation
