cilmen shall receive no pay for their services except the Mayor who shall
be entitled to the fees hereinafter allowed. During his said term of office,
the Treasurer shall also be the tax collector for said town and perform
all of the duties of said office and receive such compensation as is pro-
vided for the same.

343. The annual election for officers of said town shall be held on the
first Monday of March in each and every year, except that no election shall
be held in the year 1919 as provided in Section three. The Mayor and
Council shall have the power to fix the hour and place for holding said
election in said town, and the length of time the polls shall be kept open,
and shall give due notice of such election by printed or written handbills
posted in at least six public and conspicuous places in said town, at least
ten days prior to the holding of such election. Such Mayor and Council
shall have power to appoint Judges and Clerks for such elections, and it
shall be their duty to do so, and to make all other necessary arrangements
for holding the same, not herein provided for. The term of office of all
officers of said town shall expire on the first Monday of March or as soon
ss their successors are elected and qualified.

344. The Mayor shall preside at all meetings as he shall from time to
time deem necessary, the regular monthly meeting to be held on the first
Monday of each and every month, but shall have no vote upon any pending
question except in case of tie, when he shall have the deciding vote, but
in the absence of the Mayor for any reason, the members of the Council
present shall select one of their own number to preside during his absence
who shall for the time being be clothed with all the powers and authority
of said Mayor. The Council shall pass rules and regulations for their
government while in session. In event of vacancy in the office of Mayor
caused by resignation, removal or otherwise, the Councilmen of said town
shall elect one of their own number to fill ont the unexpired term of said
Mayor. Vacancies in the office of Councilman or any other office shall be
filled until the next general election for said town by appointment by said
council.

345. The Council shall meet in some convenient place in said town on
or before the first Monday in April next succeeding election, and as often
thereafter as may be necessary in the discharge of the duties of their
office, not less, however, than once in every month. A majority of the
Council shall constitute a quorum for the transaction of business, but a
less number may adjourn to a further time.

346. The Clerk shall keep a minute of all the proceedings of said Coun-
cil in a well-bound book, which shall be opened at all seasonable times to
