2710 ARTICLE 12.

BLOOMINGTON.

P. L. L., 1888, Art. 12, sec. 16. 1878, ch. 108.

28. The citizens of the town of Bloomington, in Garrett county, are
constituted and made a body corporate, by the name of "The Commis-
sioners of Bloomington," with all the privileges of a body corporate, and
with a common seal and perpetual succession.

29. The male citizens of said town, of the age of twenty-one years and
upwards, being citizens of the United States, who have resided in said
town for and during six months next thereto preceding, shall elect by bal-
lot, on the first Monday, in June, in each year, at such houses as shall be
designated by the commissioners, five commissioners for said town, who
shall also have resided within the limits of the town, six months next pre-
ceding the election.

30. Such elections shall be held and conducted as shall from time to
time be directed by the laws of the corporation, not inconsistent with the
provisions of this subtitle of this article.

31. Said commissioners, at the first meeting after their election, shall
choose some one of their number as president of the board, whose duty it
shall be to preside at their meetings, preserve order and give such direc-
tions as may be deemed necessary by them to carry into effect the provi-
sions of this subtitle of this article.

32. They may meet together, from time to time as occasion may re-
quire, upon the business of said town, and not less than once in three
months; and if, during the year for which they may be elected, any of
them shall die, resign, remove from said town, or be otherwise disqualified,
an election to fill the vacancy, on ten days' notice thereof being given by
them, shall be held, at which all persons qualified as specified in Section
29 shall be entitled to vote.

33. They shall have power to appoint a clerk and assign his duties,
and allow him such compensation for his services as they may think proper,
and all ordinances passed by them shall be entered by their clerk into
a book to be kept by him for that purpose, which shall be open at all times
for the inspection of any person interested; and copies of all ordinances
shall be put up in the most public places of said town, that the same may
be generally known.
