as it may deem proper, under such procedure as it may adopt; it shall
provide for reasonable notice to the owner or owners, and for appeals to
the Circuit Court for Frederick County, by any person interested, includ-
ing the corporation of Walkersville, from the decision of any jury, com-
missioners or persons appointed to value any such land or property or
interest therein. Nothing herein contained shall deprive said corpora-
tion from pursuing any other method of condemnation which may be
provided for by law.

857. The Burgess and Commissioners shall annually, on or before the
first Monday in April, appoint three judges of election, who shall conduct
the election and receive the ballots of all citizens of said town, qualified
to vote therein. The polls shall be open at three o'clock P. M. and close
at seven o'clock P. M., on the day of election. The judges of election,
or a majority of them, shall determine all questions arising under said
election, and shall issue to the Burgess and Commissioners who have been
duly elected, a certificate to that effect, under their hands and seals.
All elections herein provided for shall be conducted according to such
rules and regulations as shall be provided for, from time to time, by
ordinance.

858. Neglect or non-user shall not work a forfeiture of this Charter.

859. All citizens of Maryland, above the age of twenty-one years, who
shall be citizens of the United States, and who shall have resided within
the corporate limits of Walkersville for ninety days next preceding the
election, possessing the qualifications now or hereafter provided for by
law or ordinance, shall be entitled to vote at all elections hereafter held.
Women shall have equal privileges with men in registering, voting and
holding municipal office in Walkersville, anything in any section of this.
Article to the contrary notwithstanding.

860. All nominations for Burgess and Commissioners shall be made by
the qualified voters of the town, on or before the first day of April, in
each and every year, in which a Burgess and Commissioners are to be
elected, or in which Commissioners or a Burgess and one Commissioner
are to be elected, at a town meeting to be held for that purpose, provided,
that before said meeting is held two weeks' notice shall be given by posting
printed notices, in at least four public places in said town, giving notice
that said nominations will be held at the time and place specified in said
notice, for the nomination of officers to be elected at the ensuing election;
provided, however, that in the event there is not sufficient time between
the passage of this Act and the holding of the first general election there-
under to give such notice and make such nominations thereunder within
