799. All fines, fees and costs shall go to the corporation, and shall be
appropriated as directed by ordinance.

800. In cases in which any person shall be found guilty of violating
any ordinance of the corporation, it shall and may be lawful for the presi-
dent of the Board of Commissioners trying said cause, upon the convic-
tion of the offender, to impose the fine prescribed by the particular ordi-
nance under which said person was tried, and upon failure or refusal of
the party convicted thereof to pay such fines and costs, to commit him to
the village jail, or to the jail of said county for the time prescribed by the
said ordinance, unless he shall pay such fines and costs before the day
limited in such commitment., in which case the president of the Board of
Commissioners or justice of the peace who has directed such commit-
ment, shall issue his order to the sheriff of said county to release such
person; but such commitment shall not continue for more than thirty days.

801. In all appeals from the president of the Board of Commissioners
to the Circuit Court for Frederick County, the parties appealing shall give
bond, with at least two sureties, who shall be approved by the president,
in a penalty double the amount of the fine imposed and the costs which
may accrue on such appeal, which penalty shall be adjudged by the presi-
dent, and conditioned that if the party appealing shall not prosecute such
appeal with effect at the next term of the Circuit Court for Frederick
County, and also pay and satisfy the president, in case the judgment of
the president shall be affirmed, as well the fine and costs adjudged by the
president as also all costs that shall be awarded by the court, then the
bond to be and remain in full force and virtue, otherwise to be of none
effect; and no such appeal shall be heard by the court until such bond shall
be given and approved as aforesaid, and filed with the Clerk of the Court.

802. The Commissioners of Thurmont are hereby authorized and em-
powered to purchase a suitable lot of ground in the village of Thurmont
and to erect a hose house and town hall therein.

803. The said commissioners were authorized to levy upon the assess-
able property of Thurmont for such amount as shall be necessary from
time to time, to pay the interest, and, as from time to time the same
shall mature, to pay the principal of all municipal bonds and notes hereto-
fore issued according to law, and to provide a sinking fund therefor.
