erick, Washington, Carroll, Charles, St. Mary's and Prince George's
Counties shall not be required to appear before the said Board of Super-
visors of Election for the purpose of examination nor to be sworn in as
required by Section 9 of Article 33 of Code of Public General Laws, but
the said Board of Supervisors of Elections for said counties, before mak-
ing appointments of any such judges or clerks, shall thoroughly inform
themselves as to the qualifications of the parties appointed, and shall not
require their attendance before the said board for such examination, and
they shall appoint only such persons as are known to them to possess the
proper qualifications for the position to which they are severally ap-
pointed, and the said persons may be sworn in either by said board or by
a justice of the peace or notary public of the said county, and when sworn
in by a justice of the peace or notary public, such judges and clerks shall
file with said board of supervisors a certificate of qualification.

721. The twenty-third day of November, in each and every year, shall
be a legal half holiday in Frederick County, after the hour of twelve
o'clock noon of said day; and so far as regards the presenting for pay-
ment or acceptance, and protesting and giving notice of the dishonor of
bills of exchange, bank checks, drafts, promissory notes, and other nego-
tiable paper, shall be considered and treated as the first day of the week,
commonly called Sunday; and all such bills, checks, drafts, notes and nego-
tiable paper, presentable for payment or acceptance on the twenty-third
day of November shall be deemed to be presentable for payment or ac-
ceptance on the secular or business day next succeeding; provided, how-
ever, that all such bills, drafts and promissory notes, made after the
passage of this act, except those payable at sight or demand, which shall
be otherwise payable on the twenty-third day of November, shall be deemed
to be and shall be payable on the next succeeding secular or business day;
and provided further, that for the purpose of protesting or otherwise hold-
ing liable any party to any bill of exchange, bank check, draft or promis-
sory note, and which shall not have been paid before twelve o'clock at
noon of the twenty-third day of November, a demand of acceptance or
payment thereof may be made, and notice of protest or dishonor thereof
may be given on the next succeeding secular or business day; and pro-
vided further, that when any person shall receive for collection in said
Frederick County, any bill of exchange, bank check or promissory note,
due and presentable for acceptance or payment on the twenty-third day
of November, such person shall not be deemed guilty of any neglect or
omission of duty, nor incur any liability in not presenting for payment
or acceptance or collecting such bill of exchange, bank check, draft or
promissory note, on that day; and provided further, that in construing
this section, every twenty-third day of November shall, until twelve o'clock
noon, be deemed a secular business day.
