said County Commissioners and County Road Engineer of said county
to proceed to construct said fence in question under and by the provi-
sions of this subtitle and full costs of same to be paid by said land owner.

SCHOOLS.*

711. The school commissioners of said county shall not expend for
school purposes, or for any other purpose, a greater sum of money in any
one year than shall be annually levied for school purposes by the county
commissioners, in addition to the amount annually received by the school
commissioners from the treasurer of the State; and they shall not borrow
any sum of money in any one year in excess of their actual receipts and
income for such year as provided for by law; and it shall not be lawful
for the county school commissioners to contract or pay any debt in excess
of the annual revenues provided by law for school purposes; nor shall the
county commissioners for said county assume or pay any debt or portion
thereof, contracted in violation of the provisions of this section.

712. The board of school commissioners of Frederick County are em-
powered to grant free scholarships to students of Frederick county, to
normal schools in said county.

713. The board of school commissioners of said county may grant free
scholarships to students of Frederick County to such normal schools in
Frederick County as in the judgment of said school commissioners may
give proper instructions to prepare pupils for teaching, and that the said
board of school commissioners shall pay the tuition for said scholar or
scholars out of any surplus money, after the regular expenses of the schools
are properly provided, and out of any fund not otherwise appropriated.

714. The said board of school commissioners shall select the students,
not exceeding three in any one year, from among persons having qualifica-
tions required to enter the Maryland Normal School, and each applicant
shall procure from the county school examiner a certificate in testimony
of their proficiency which shall be filed with the board of school commis-
sioners, and no free scholarship shall he granted to any one unless the ap-
plicants shall obligate themselves to teach for one year at normal schools
or at the public schools in said county.

715. The said board of county school commissioners, are hereby em-
powered to contract with the normal schools of Frederick county, and to
fix the amount of tuition to be paid for said free scholarships.

*Bonds for school buildings have been authorized as follows: 1920, ch. 397,
$50,000; 1922, ch. 512, $250,000; 1924, ch. 180, $95,000; 1927, ch. 144, $250,000.
