as provided in Section 636, and at the time of his election shall not have
attained the age of twenty-four years.

640. Every person elected as commissioner for said town, before he
enters upon the duties of his office, shall make oath before some justice of
the peace for said county, that he will diligently and faithfully, without
favor, partiality or prejudice, perform the duties of a commissioner for
said town; and a certificate of such qualification from such justice of the
peace shall be filed and recorded among the proceedings of said commis-
sioners; provided, if any person who shall be elected as commissioner for
said town shall fail to qualify, as herein directed, within fifteen days after
his election, the office to which he was elected shall be deemed vacant.

641. The said commissioners, after being duly qualified, shall annually
choose some one of their number president, to serve for one year or until
his successor is elected, whose duty it shall be to preside at all their meet-
ings, preserve order, and give such directions as may be deemed necessary
by the commissionerg to carry into effect the provisions of this subtitle of
this Article; and in case of the absence of said president at any of their
meetings, they may elect a president pro tem. from their number, who
shall have and exercise all the powers and duties of such president during
his absence, the said president, in virtue of his office, shall have and
exercise, within the limits of said town, all the jurisdiction and power
of a justice of the peace, except as to the recovery of small debts; he shall
see that the ordinances are faithfully executed, and may call special meet-
ings of the commissioners whenever he may think proper.

642. They may meet together from time to time, and at such times
and as often as occasion may require, upon the business of the town, but
not less than once in every three months; and if during the term for
which they may be elected or hold office, any of them should die or resign,
remove from the town, refuse to act or he otherwise disqualified, an elec-
tion to fill such vacancy, on ten days' notice thereof being given by them,
shall be held, at which election all persons qualified as prescribed in
Section 636, shall be entitled to vote.

643. They shall have power to appoint annually a clerk from their
number, to serve for one year, or until his successor is elected, and they
shall assign his duties and allow him such compensation as they may
think proper; and all ordinances passed by them shall be recorded by their
clerk in a book to be kept for that purpose, which shall be open at all
times for the inspection of any person interested; and copies of all ordi-
nances shall be posted by said clerk at three of the most public places in
