constructing, when done by the corporate authorities, shall be a lien on the
property where such removal, repairs or reconstruction is done. The said
Burgess and Commissioners shall likewise have power to regulate by ordi-
nance the erection and maintenance of stables, hog pens and out-houses
within the corporate limits of said town of Middletown, and shall have
power to prevent the erection or maintenance of any such stables, hog
pens or out-houses within a distance of forty feet from the pavement line

on what is known as Main Street, Broad Street and Prospect Street in

said town of Middletown. The said Burgess and Commissioners shall
likewise have power to contract with any railway, electric light or gas
company, for such period of time as said Burgess and Commissioners may
by ordinance provide, for the introduction into said town of gas pipes,
electric wires or conduits for the purpose of supplying gas or electricity
for the use of the residents thereof, or to light the streets of said town;

and, by ordinance, to grant franchises to any such railway, gas or electric
company, permitting said companies to lay pipes or conduits and string

wires for the purpose of supplying said town or the residents thereof with

gas or electricity; all the powers granted herein shall be subject, in all
respects, to the provisions of the Acts of the Assembly of the State of
Maryland of 1910, Chapter 180, and any supplements or amendments
thereto creating the Public Service Commission of Maryland.

537. The Burgess and Commissioners of Middletown are hereby au-
thorized and empowered whenever, in their judgment, the public interests

or convenience require it, to provide by ordinance for the grading, paving,

curbing and sewering, or for the grading, or paving, or curbing, or sewer-
ing, and for the regrading, repaving, or recurbing, resewering, or for the
regrading, repaving, or recurbing, or resewering in such manner, at such
time and with such material as they shall see fit, of any street or streets,
lane or lanes, alley or alleys, or any portion thereof, in the town of
Middletown, now condemned, ceded, opened as a public highway, or which
may be hereafter condemned, ceded, opened, widened, straightened or
altered according to the laws and ordinances relating to the same; and also
for assessing the costs of any such work in whole or in part upon the
property binding upon such street or streets, lane or lanes, alley or alleys,

or part thereof, according to such rule or basis as they may determine,
and for collecting said assessment as other town taxes are collected, or in
such manner as may be prescribed by ordinance of the Burgess and Com-
missioners of Middletown, either before or after the work shall have been
done; provided that before the passage by the Burgess and Commis-
sioners of any ordinance requiring the whole or any portion of the costs
to be assessed upon the property, ten days' notice shall be given by the
Burgess in some newspaper published in said town, notifying all persons
interested to appear, and giving them the opportunity to be heard before
the Burgess and Commissioners at such time as shall be provided in said
