513. It shall be lawful for any person or corporation engaged in the
garage or automobile business in Frederick County to retain in his or its
custody any automobile, truck or other motor vehicle, kept at livery or for
which labor, repairs, sundries, oils, or gasoline is furnished until all
charges for livery, repairs, sundries, oils or gasoline shall have been paid
by the owner or owners thereof.

514. It shall be lawful for any person or persons or corporation en-
gaged in the garage or automobile business in Frederick County to sell
any such automobile, truck or other motor vehicle at public auction, for
cash, at his or its place of business in Frederick County, after giving at
least three weeks' public notice of the time, place and terms of sale in
one or more newspapers published in Frederick County prior to the day
of sale and after deducting the amount due for keeping or for labor,
repairs, sundries, oils or gasoline furnished any such automobiles, truck,
or other motor vehicle, together with all expenses attending such sale,
then to pay over the surplus, if any, to the owner of such automobile, truck,
or other motor vehicle.

515. Before proceeding as above, it shall be necessary for person or
corporation by its manager or other authorized agent to state an account
for the keeping, or for the labor, repairs, sundries, oils, or gasoline fur-
nished for any such automobile, truck or other motor vehicle, and prove-
the same before a justice of the peace in and for the County of Frederick,
who upon being satisfied by proof of demand and refusal or neglect to pay
on the part of the owner, shall thereupon issue his warrant authorizing-
such sale as aforesaid.
