2578 ARTICLE 11.

LIBERTY.

P. L. L., 1888, Art. 11, sec. 293. 1918 Code, sec. 496.

499. No person shall ride, drive or lead any horse, or drive any team,
carriage or other vehicle whatever, upon any pavement or the sidewalks
in the village of Liberty, in Frederick County; and any person so offend-
ing shall forfeit any pay, for every offense, the sum of two dollars to be
recovered in the name of the State, before any justice of the peace, as
other small debts, and appropriated to the improvement of the sidewalks
in the village.

500. Any constable of the election district in which such village is
situated, in whose view any offence against the preceding section is com-
mitted, shall give information thereof, on oath, to some justice of the
peace for said county, unless the offender pay said fine to the constable
who is authorized to receive it.

501. Any justice of the peace, upon oath made by a constable or other
credible person, that an offence has been committed against the provi-
sions of Section 499, shall issue his warrant against the offender, directed
to some constable of the district, who shall arrest and carry such offender
before some justice of the peace for the county, to answer said informa-
tion and complaint; and the justice before whom he may be taken, upon
proof of the commission of such offence by such person, shall give judg-
ment for fine and costs, upon which judgment there shall be no super-
sedeas; and the justice and constable shall be entitled to the same fee
as in other civil cases.

502. The several constables who may collect any fines imposed for
ricling or driving on the sidewalks of the village, shall pay the same with-
in thirty days after the receipt thereof, to the superintendents of Liberty,
and upon refusal or neglect of any constable so to do, the said superin-
tendents may recover the same, in the name of the State, before any jus-
tice of the peace for said county, as small debts.

503. No person shall, by anything contained in Section 499, be pro-
hibited or prevented from passing across said foot-walks, or going from
or returning to his premises.

or to sell any squibs, rockets, crackers), or other combustible fireworks
within half a mile of the Methodist Protestant Church in the village of
