FREDERICK COUNTY. 2503

agents, to enter upon the lands, grounds or possessions of any person or
body politic, through which any public or private sewer or drain now runs
or may hereafter run, to examine, inspect, make, regulate or repair the
same. The Mayor and Aldermen of Frederick shall have power to regu-
late and inspect house drainage and sewer connections, and regulate the
making of private connections with sewers, and prescribe the kind and
quality of materials to be used for such purpose, and they may charge a
fee for tapping or making connections with any sewer, whether said con-
nection was made before or since the passage of this Act, which said

charge shall be collected as taxes are collected in said city, and shall be a
lien on the property to which the sewer connection is made. And if any
person shall wilfully damage the passage of the water through any public

or private sewer or drain he or she shall be fined a sum not exceeding
fifty dollars, to be collected as other fines are collected.

299. The Mayor and Aldermen of Frederick are hereby authorized
to receive, have, hold, use and enjoy any real estate or land which it has

acquired or may hereafter acquire for park purposes, which in their judg-
ment they may deem advisable, in the interest of the city, and for the
pleasure, use and enjoyment of the citizens thereof, and they are hereby
authorized to purchase, agree and contract with the owner or owners of
any land which they may conceive expedient or proper to purchase, and
hold for the purpose of establishing a public park or adding to or im-
proving any land now held for park purposes in said City.

300. If the Mayor and Aldermen of Frederick cannot agree, or if there
be any incapacity or disability to contract with the owner or owners of
such land or real estate, which they may deem necessary or proper for
establishing or making a public park, within the corporate limits of said
city, or if any such owner or owners shall be absent, out of the State, or
unknown, or without legal capacity to contract by reason of infancy, cov-
erture or otherwise, it shall be lawful for the Mayor and Aldermen of
Frederick to secure by condemnation any such lands or real estate which
they may deem necessary or proper for the purpose aforesaid.

301. The Mayor and Aldermen of Frederick shall have power to pro-
vide by ordinance for establishing a building line for the erection of
building on the streets, alleys, lanes and thoroughfares of said city; to
provide by general or special ordinance for the establishment and change
from time to time, of the grades, lines of any street, lane or alley or part
thereof, now or hereafter marked, located or laid out in said city; to regu-
late the use of streets, highways, roads, public places and sidewalks by
foot passengers, animals, vehicles, cars, motors and locomotives and pre-
vent encroachment thereon, and obstruction of the same; to regulate the
