2464 ARTICLE 11.

to remain until the same are paid or until discharged according to law
and the sheriff of said county shall receive and safe keep in the public jail
all persons who shall be committed thereto for a breach of any of the laws
or ordinances of said corporation, according to the tenor of the commit-
ment, and in the same manner and under the same regulations as persons,
committed for violations of the laws of this State.

179. The burgess shall have power to issue subpoenas for witnesses,
and may enforce their attendance by attachment; and the burgess and any
justice of the peace, and the constables and witnesses, shall be severally-
entitled to the same fees and allowances as in cases for the recovery of
small debts.

180. The burgess or any justice of the peace for said county may com-
mit to the almshouse of said county, any vagrant or pauper, fortune-
teller, habitual beggar, or any person that begs from house to house or
from passers-by, or any person having no visible means of employment
from property or labor, or whose permanent support is not provided by
his relations or friends, or any person, who cannot give account of the
means by which he obtains his livelihood, found within said town; and
the keeper of said almshouse shall receive and safe keep all persons so
committed, according to the tenor of the commitment, and put all suck
persons to work accordingly to their ability.

181. The burgess and commissioners shall have no power to pledge the
credit of the town, without first submitting the same to a vote of the quali-
fied voters thereof, but the commissioners, with the approval of the bur-
gess, or over his veto, as provided in Section 173 of this subtitle, may tem-
porarily borrow sums of money not amounting to more than $500 in
any one year, to meet any deficiency in the town treasury, or to provide
for any emergency arising from the necessity of maintaining the peace
and good order of the town, and preserving its safety, health and sani-
tary condition, and may make due and proper arrangements and agree-
ments for the renewal and extension in whole or in part.

182. The burgess and commissioners of the town of Emmitsburg are
authorized and empowered, in their discretion, to pass ordinances to
prohibit stock from running at large upon the streets or within the limits
of said town, and to enforce the provisions of said ordinances by the
imposition of just and reasonable fines.

183. The burgess and commissioners of the town of Emmitsburg are
hereby authorized and empowered to contract with the Emmitsburg.
