148. The County Commissioners shall have power and authority to

create new election districts in said county, in addition to those already

established whenever in their judgment the convenience of the voters of
the county, or any part thereof, would thereby be promoted; and shall also
have power to abridge or enlarge any district heretofore established or
which may hereafter be established, and shall have the further power to
designate the places of holding the election polls in all election districts;

provided, however, that no new election district shall be created under the
provisions of this section unless on petition of at least one hundred and
fifty of the duly qualified and registered voters residing within the pro-
posed new election district, and by the smme publication over the names

of at least ten of the said petitioners, and the same procedure that is now
required in the matter of opening and closing public roads in Frederick

County; and provided further, that no new election district shall be so

created from a part or parts of then existing district or districts when
the registered vote of said district or districts shall be less in number

than three hundred; and provided further, that no new election district
shall be created under the provisions of this section unless the proposed
new election district shall contain at least three hundred duly qualified

and registered voters.

This section is probably seperseded by general law. See Annotated Code, Art. 33.

149. The Supervisors of Election of Washington, Allegany and Fred-
erick Counties shall give ten days' notice of the time and place of regis-
tration, and of the revision thereof, and of the elections in each precinct

of said counties only by advertisement in two newspapers (one of which
newspapers, if possible, shall be of the opposite political faith from that

of the majority of said supervisors) of general circulation in any of said
respective counties, and they shall not be required to give notice by post-
Ing handbills of said elections or registrations.
