2348 ARTICLE 10.

order of the community, and for the protection of the lives and property
of the citizens, and to suppress, abate or discontinue all nuisances within
the corporate limits of said town they may' pass all ordinances or by-
laws from time to time necessary, and to insure the observance of such
ordinances in addition to the action of debt or such other civil remedies
as may exist in such cases by law for the recovery of the penalties there-
unto affixed, they may affix thereto such reasonable fines, not exceeding
fifty dollars in any case, as to them may appear right, and in the default
of the payment of any fines imposed they may provide for the imprison-
ment of the offenders in the county jail for a period not exceeding thirty
days, or until the said fine is paid, all such infractions of ordinances shall
be triable before a justice of the peace or before the circuit court.

491. The bailiff shall perform sued duties as the Commissioners shall
direct; he shall preserve the peace, prevent disorderly or irregular meet-
ings of persons, and he shall enforce all ordinances that may be enacted
by the Commissioners; he shall serve all notice or process required by
said Charter, or any ordinance passed by virtue thereof, and his return,
duly endorsed thereon shall be evidence of the facts therein stated, and
he shall receive the same fees as are allowed to constables for like services.

492. All fines, penalties and forfeitures imposed by the Charter or by
the ordinances of the Commissioners may be collected in the name of the,
Town of Secretary before any justice: of the peace 111 the same manner
as small debts are collected, and the delinquent shall be committed to the
town lockup or county jail until the same be paid with costs.

1912, ch. 19S. sec. 17.

493. All fines, penalties and forfeitures imposed by any court or jus-
tice of the peace for violations of the Charter, by-laws or ordinances shall
belong to and be paid to the Commissioners of Secretary.

1912, ch. 199, sec. 18.

494. The Commissioners may borrow money 011 their negotiable
paper; provided that the sum so borrowed shall at no time exceed the
sum of three hundred dollars.

1912, ch. 199, sec. 19.

495. The year for repairing the highways and streets of said town shall
be reckoned from the 1st day of January inclusive in one year to the
1st day of January exclusive of the next year. Every able-bodied male
person between the age of twenty-one and fifty years, who has resided in
said town for four months shall be bound to work on said highways and
streets for one day in every year, as the year is herein defined, and if
any person who is liable to render such service fails to attend on notice
