of any person, for the purpose of obtaining merchandise in any case
known to or believed to be by the dealer, a case of extreme necessity, pro-
vided, however, that all dealers exempted in this section, shall post in a

conspicuous place, in their place of business, a notice of the provisions
herein pertaining to the hours of closing; otherwise, they will be ex-
cluded from said exemption.*

SAW MILLS.

1908, ch. 361, sec. 1 (p. 766).

473. Every person or persons, or body corporate, now owning or
operating any sawmill or sawmills in Dorchester County and not paying
taxes thereon to full assessable value thereof, and on all horses, mules,
oxen, wagons, carts, timber wheels and other property used in connection
therewith into the treasury of Dorchester County, shall on or before the
first day of May, 1908, and on the first day of May in each and every
year thereafter, take out a license from the County Commissioners of Dor-
chester County for the use of said sawmill or sawmills, for which said
owner or operator shall pay the treasurer of said county a license fee of
forty dollars for each and every sawmill owned or operated in said county,
and the said Commissioners of Dorchester County are hereby authorized
and empowered to issue said license upon the payment of said license fee.

473A. All persons or corporations who shall hereafter own or operate

any sawmill in Dorchester County, or who shall move any sawmill into
said county from any other State or county, and who shall not for any
reason whatever pay taxes on said sawmill and other property used in

connection therewith (as set forth in Section 473 of this Article), to the
full assessable value thereof unto the treasurer of Dorchester County, shall
immediately upon acquiring said property and before operating the same
in said county take out a license for the use of said sawmill in said county,
and shall pay therefor a license fee of forty dollars unto the treasurer of

said county for the use of said county, as is provided for in Section 473 of
this Article, and shall renew said license at the end of each year, account-
ing from the date of the first license, and shall pay for each renewal the
sum of forty dollars as aforesaid, and the said Commissioners of Dor-
chester County are hereby authorized and empowered to issue said license
upon payment of said license fee.

474. Any person or persons, or body corporate, who shall fail to take
out or procure said license provided for in this Act shall be immediately
liable in any suit or action brought by the said Commissioners of Dor-
chester County, to recover said license fee or fees before any justice of the
peace of this State, and the same rules of procedure shall apply to said
