2336 ARTICLE 10.

knowledge of civil engineering and road construction to enable him
accurately to make surveys, plats, profiles and specifications for the grad-
ing, draining, maintenance, repair and construction of the public roads
and bridges of said county, and also to do all necessary engineering work
for the building or rebuilding of roads and bridges, and who shall have
had such experience in road engineering work as the said County Com-
missioners for Dorchester County may deem proper, and the said County
Road Engineer shall hold his office for such a term as may be agreed
upon by contract at the time of his appointment, and the County Road
Engineer shall receive a salary of not less than fifteen hundred dollars
per year, payable monthly, and such other sum for traveling expenses as
may be deemed necessary by the County Commissioners for Dorchester
County.

455. The County Road Engineer shall reside in Dorshester County
during the term of his office, and shall have charge, control and super-
vision of the working, repairing and construction of the public roads and
bridges in said county, and shall make all the specifications for the build-
ing of new roads and bridges, and shall see that no obstruction, hindrance
or injury is or shall be permitted upon any road or bridge under his
supervision. He shall have charge and control of all teams, carts, wagons,
machinery, implements and accessories which may be purchased or pro-
vided by the County Commissioners for the purpose of this Act; and shall
employ such labor, teams and implements as may be by him and the
County Commissioners deemed necessary in connection with work on
public roads and bridges to the paid for by the County Commissioners.
He shall not work out or expend upon the roads and bridges of said county
a greater amount in any one fiscal year than the amount levied by the
County Commissioners for this purpose without obtaining the written
permission of said County Commissioners. He shall appear before the
Commissioners at the first meeting in each and every month, and make
a statement to them of the work done and money expended. He shall ex-
amine and certify to the correctness of all bills and accounts for any work
done or materials furnished for any of the public roads or bridges in
Dorchester County before the same shall be paid by the County Commis-
sioners ; and the said County Commissioners shall make no payment until
such accounts have been certified by said engineer. He shall make out
annually in writing, a detailed report of all work done on the county
roads and bridges for the year, together with the names of all persons
working on said roads and bridges, and the amount to which each person
is entitled for such work, and which he has certified as correct, which
report shall be made on or before the 15th day of May for the fiscal year
ending on the 30th clay of the preceding April. Said County Road
Engineer shall not be interested in any firm or corporation from which
anything shall be purchased for the use of said roads and bridges or re-
ceive any commission on said purchase.
