450. The Register of Wills of Dorchester County is authorized and
directed, upon application and at the expense of any person interested,
to record in a well-bound book, used or kept in his office for that purpose,
the copy of any last will and testament, or of the record thereof, together
with all the certificates thereon, which appear to have been duly made
and certified under the official seal of the office of the register of wills
of said county prior to the burning of the court house of said county, in
the month of May in. the year eighteen hundred and fifty-two; and the
said register shall, on the back of said copy when recorded, make an
endorsement of the recording thereof, and of the page or folio of the
book in which the same shall have been recorded.

451. Whenever any such copy shall be filed for record in the office of
the register of wills of the said county, the said copy shall thereafter be
retained and preserved in said office, and filed as original last wills and
testaments are filed; and duly certified copies of the same, or of the
record thereof, shall be evidence, to all intents and purposes, as are like
copies of original last wills and testaments, or the records thereof.

452. The County Commissioners for Dorchester County are authorized
and empowered to control and regulate the public roads and bridges in
said county, subject to the provisions of this Act, and to levy such amount
annually, as may be neceessary for the repair of old roads and bridges
and for the construction of new roads and bridges, provided that such
amount so levied shall not be less than twenty cents on the hundred dollars.

453. The County Commissioners for Dorchester County shall have the
right to dig, dredge or take sand and gravel from any of the navigable
rivers, creeks or branches of this State for the purpose of using the same
in the construction or repair of the public roads of Dorchester County,
and Section 480 of Article 27 of the Code of Public General Laws,
"Bagby" (1924 Ed.), shall be so construed as not to apply to the County
Commissioners for Dorchester County, its employees or agents, where the
material, so taken, is for use on the public roads of Dorchester County.

454. The County Commissioners for Dorchester County shall, within
sixty days after the passage of this Act, appoint some competent person
