original owner of such horses, hogs, sheep, and black cattle; and if any
remain unsold, they shall be considered and treated as estrays under the
laws of this State.

636. If any person residing in Allegany County shall claim any right
and ownership to any horse, hog, sheep, or black cattle distrained as afore-
said, he shall, before some justice of the peace of the county, make oath
that the same is bona fide his property, and that he did not acquire right
thereto for the purpose of defeating the aforegoing provisions of this sub-
title of this Article; and on making such oath, the justice shall certify the
same under his hand and seal; and the owner, on presenting said certificate
to the person having made the distress, shall be entitled to the property
taken.

637. The standard of weights and measures of Allegany County shall
be in the custody of the County Commissioners, who shall either place
them in charge of their clerk or of a keeper annually appointed by them.

638. If the clerk has charge of said standard, he shall, on application
at his office, try, correct, brand, make and stamp weights and measures
thereby, and shall receive ten cents for each weight, measure or scale beam
adjusted, to be paid by the person making application.

639. If a keeper be appointed he shall perform such duties as are re-
quired by law of such officers, or so much thereof as the County Commis-
sioners shall deem necessary, and he shall be entitled to such compensation
as they may establish, and shall give bond in the penalty of three hundred
dollars for the safe keeping of such standard and the performance of the
duties of hia office.

640. The citizens of the Town of Westernport, in Allegany County,
are constituted and made a body corporate, by the name of "The Mayor
and Commissioners of Westernport," and by that name may sue and be
