2264 ARTICLE 10.

until fine and costs are paid, and he shall be bound to render proper serv-
ice. Any person who pays to the baliff the sum of one dollar in lieu of
rendering personal service on the streets, lanes, alleys and thoroughfares
of East New Market shall receive a receipt therefor from said bailiff,

exempting him from work and service on the street for term of one year,
as the year is hereinbefore defined. The Commissioners shall have power
and authority to pass one or more by-laws or ordinances for executing,
carrying out and enforcing the provisions hereof and providing syste-
matic arrangements in respect thereto; provided, however, that the said
Commissioners shall be authorized to excuse and exempt from the pro-
visions of this section any person who is physically unable to perform the

work herein required of him.*

250. The said "The Commissioners of East New Market" are hereby
authorized, in their discretion, to issue bonds, not to exceed in amount five
Thousand dollars, of such form as said Commissioners may prescribe, of
the denomination of one hundred dollars each, bearing interest at a rate
not to exceed six per centum per annum, payable semi-annually on the
first days of January and July in each year; which bonds shall be num-
bered from 1 to 50 inclusive and shall become due and shall be paid by
said Commissioners in the order of the sequence of the numbers thereof
and beginning with Number 1 and running up to 50 in regular order, two
bonds each year, the first two bonds to become due and be paid one year
from date thereof, the next two, two years from date thereof, and in simi-
lar order until all of said bonds become due; the said Commissioners shall
pay the interest and principal of said bonds as aforesaid out of the annual
caxes levied for corporate purposes; that the said bonds shall be sold to
the highest bidder or bidders for cash by the said Commissioners, which
said bonds shall be exempt from county and municipal taxation in Dor-

chester County. The money arising from the sale of said bonds, or so much
thereof as may be necessary, shall be expended by said Commissioners
in securing an ample supply of water for all town purposes and for the
use of its citizens, by sinking or having sunk artesian wells and the con-
struction of or having constructed such standpipe, or standpipes, reser-
voir or reservoirs, pipes, under ground or over ground in the streets or

elslewhere, hydrants and all other necessary structures and appliances
necessary to the construction of waterworks sufficient and ample for the
needs of said town and its citizens and for the purchase of all land, ap-
pliances and machinery necessary for said waterworks; and for the use
of which water the said Commissioners may charge all users a reasonable
amount in proportion to the service rendered; and the said Commissioners
are hereby authorized and directed to levy annually upon all property
taxable in the said Town of East New Market, as soon as said waterworks
are contracted for, a tax, in addition to those already allowed by law, of
ten cents on the one hundred dollars, which tax shall be set apart for the
