grand jury for said county may indict any person for a violation of this
subtitle or said by-laws or ordinances, as for other criminal offences, and
the indictment shall conclude, "against the charter, by-laws or odiuances
of the Town of East New Market."

245. All fines, penalties and forfeitures imposed by any court or jus-
tice of the peace for violations of this subtitle, or said by-laws or ordi-
nances, shall belong to and be paid to the Commissioners of East New-

246. The County Commissioners in each and every year, shall pay to

the corporate limits, and for the preservation of peace therein, and for
any other purposes necessary for the general welfare of the municipal
corporation of East New Market.

streets, lanes, alleys and thoroughfares for one day in every year, as the
year is herein defined, and if any person who is liable to render service
fails to attend on notice from the bailiff, or who appears and fails or
refuses to work and render service as by the person or persons supervis-
ing the work he is required and instructed, shall be guilty of a misde-
meanor, and on conviction thereof before a justice of the peace or in the
Circuit Court for Dorchester County, such person shall be fined one dol-
lar and shall be adjudged to pay the costs, and to stand committed to jail
