121. The said Commissioners, on the first meeting after said election,
shall choose some one of their number president of the board, whose duty
it shall be to preside at their meetings, and preserve order and give such
direction as may be deemed necessary by them to carry into effect the
provisions of this subtitle of this Article.

122. They may meet together from time to time as often as occasion
may require, upon the business of the town, and not less than once in six
months, and if during the time for which they may be elected, any of the
Commissioners should die, resign, remove from the said town, or be other-
wise disqualified, an election to fill such vacancy on ten days' notice
thereof being given by the Commissioners, shall be held, which all persons
qualified as is specified in Section 119, shall be entitled to vote.

123. They shall have power to appoint a clerk and assign his duties,
and allow him such compensation for his services as they may think
proper, and all ordinances passed by said Commissioners shall be entered
by their clerk in a book to be kept by him for the purpose, and shall be
open at all times for the inspection of any person interested.

124. All fines and forfeitures, under the ordinances of the said corpo-
ration shall be recoverable as small debts are recoverable before any
justice of the peace.

125. The limits of said town shall be defined as follows: beginning at
a bridge at the head of Church Creek River on Loom Town road; thence
running and binding the aforesaid river to Capt. Richard Linthicum's
wharf; thence from said wharf, running by a straight line to the mouth
of William T. Richardson's lane, on the road leading from Church Creek
to Cambridge; thence from the mouth of said lane by a straight line to a
barn belonging to Capt. Levin S. Fooks, on the road leading from Church
Creek to the Black Water bridge, and thence from the said barn by a
straight line to the place of beginning.

126. The Commissioners shall hare full power to make all such by-
laws, regulations and ordinances, not inconsistent with the laws and con-
stitution of this State, as from time to time they may deem wise, equit-
able and expedient for the comfort, health, convenience and prosperity of
the town and its inhabitants; for the prevention or removal of nuisances,
preservation of health, and suppression of vice and immorality within the
limits of the town; and they shall hare power to lay an equal tax on the
property within said limits, to such an amount as may from time to time
