not less than four hundred ($400.00), to be applied towards paying the

expenses of administering the town government.

417. If the inhabitants of the village at any time neglect to make an
election as herein directed, the power of electing Commissioners shall not
thereupon cease, but shall continue as though such election had been made;
and the President and Commissioners for the time being shall remain in

office until such annual election shall be held.

418. An additional notary public shall be appointed by the Governor
of this State in the manner provided by law for the appointment of no-
taries public in this State, in and for the said Town of Rising Sun, whose
term of office shall begin on the same day as that of other notaries public
of Cecil County.

419. No gates shall remain or be erected on any public road in Cecil
County, without an application by petition to the County Commissioners
who may authorize them to be erected, in their discretion, but only in
the First Election District of the county.

420. If the County Commissioners stall become satisfied that any gate
which they have authorized to be erected is unnecessary, they shall give
sixty days' public notice to the person who erected the same to remove
it, after which time, if the gate be not removed by said person, he shall
forfeit and pay a sum of twenty-five dollars for every gate not removed,
and an additional fine of one dollar per day for every day said gate shall
remain after the expiration of the sixty days' notice.

421. All fines imposed under the preceding section shall be recovered
in the name of the State, before a justice of the peace of the county, one-
half to the informer and the other half to the County Commissioners, for
the use of the county.

422. No person shall run any race with any horse, mare or gelding,
for wager on the public roads or streets in Cecil County.

*Ch. 734, 1908 (p. 725). authorized the County Commissioners to issue $200,000
of bonds, and ch. 517, 1916, authorized the issue of $100,000 of bonds for roads and
directed the levying of taxes to pay the interest on and to redeem said bonds.
