The said bailiff shall also be ex officio collector of town taxes, and shall
within the limits of said town have all the authority of a constable, and
shall receive such compensation for his services as bailiff and ex officio
collector of town taxes as may be fixed by the said President and Com-
missioners, not exceeding the sum of fifty dollars per month, for all of
said services.

412. The bailiff shall give bond, to be approved by the County Commis-
sioners, as other constables, for the faithful performance of his duty as
constable, and also bond to the Board of Commissioners for the faithful
performance of his duty as bailiff, and as collector of the taxes, and for the
faithful performance of such duties as shall be imposed on him by the
ordinances of said Board of Commissioners.

413. The said bailiff shall have the same power and authority to enforce
the collecting and payment of town taxes as are conferred upon the County
Treasurer of Cecil County for the collecting of State and county taxes
by Sections 155 and 156 of this Article.

414. The President of the Commissioners and all other officers of the
town, before they enter upon the duties of their respective offices, shall
severally take the following oath: "I do solemnly swear that I will faith-
fully execute the office of ————— to the best of my knowledge and ability,
without favor, affection or partiality."

415. The President of the Commissioners, in virtue of his office, shall
have and exercise within the limits of the town, all the jurisdiction and
power of a justice of the peace, except as to recovery of small debts; he
may call on any officer of the village entrusted with the receipt and expen-
diture of public money, for a statement of his accounts as often as he shall
see proper; he shall see that the ordinances are faithfully executed, and
report to the Board of Commissioners, at their stated meetings, the gen-
eral state of the village, and may call special meetings of the Commis-
sioners whenever he may see proper.

416. The County Commissioners shall be relieved from the care of the
roads, streets and alleys within the corporate limits of the Town of Rising
Sun, and the care of the same shall be transferred to the President and
Commissioners of said town, and in consideration of said transfer all the
roads, streets and alleys within the limits of said village shall be kept in
good condition and repair by the said President and Commissioners, and
the said County Commissioners of Cecil County shall annually levy for
and pay over to the President and Commissioners of said town a sum of
