five-tenths feet to a stone on the north side of the road leading to the brick
meeting house four hundred and forty feet east of the railroad crossing;
thence south ten degrees and fifty minutes, east fifty-one and six-tenths
feet to a stone in the northwest corner of Briscoe's Woods; thence south
forty-seven degrees and fifty-two minutes, west two thousand and ten and
four-tenths feet to a stone at the northeast corner of Briscoe's meadow
and on the west side of public road; thence south sixty-two degrees and
fifty-two minutes, west seven hundred and forty-one feet to a stone at the
foot of slope on the north side of railroad one hundred and forty-one feet
east of railroad culvert; thence north forty-four degrees and thirty-three
minutes, west nine hundred and seventy-seven feet to a stone on the east
side of the public road leading to Barner's corner, one foot inside of
fence; thence north eighty-five degrees and twenty-two minutes, west
three hundred and nine and two-tenths feet to a stone in William Brown's
meadow, seventy-seven feet southwest of slaughter house; and thence north
one degree, cast nine hundred and seventy-nine and five-tenths feet to the
stone and place of beginning; and the property within said limits shall be
subject to such taxes and assessments as may be deemed necessary by said
Commissioners, to support and maintain the expenses that may be incurred
in the improvement of said village.

may be recovered as small debts are recoverable before any justice of the
peace.

399. The Commissioners shall have power to make all such by-laws and
regulations as shall not conflict with the Constitution and Laws of this
State, and shall also have power to pass ordinances, regulating the markets,
the inspection, measurement, weight of all produce, grain and wheat sold
in said town, to suppress all disorderly meetings, to prevent firing of can-
non, guns, squibs or any kind of firearms or fireworks in said town, to
prevent stock of all kinds from running at large, to prevent any im-
moderate driving through the streets with carnages, stages, wagons, auto-
mobiles or other vehicles, or on horseback, so as to endanger the lives,
limbs or property of the citizens of said town, or disturb the quiet and
safe enjoyment of the streets and thoroughfares, and to prevent the parad-
ing and indecent exhibition of any stallion through said streets, to prevent
and remove all obstructions in or upon the streets, highways, lanes or alleys,
drains or watercourse, or in or upon any lot adjacent thereto, and to pro-
vide for the imposing of a fine on any person causing or creating any such
nuisance or obstruction, to remove or cause to be removed houses or other
structures that may be dangerous to persons passing along or over any of
the highways of the town, to cause the watercourses, drains and sewers in
the town to be paved, kept clean and in repair, to establish markets and
regulate the hours and limits thereof, and the mode of dealing in relations
thereto, to control and protect the public grounds and property of the town,
