393. If it shall not appear that three of the persons voted for have been
duly elected, or if the persons duly elected shall fail to assemble and pro-
claim a new election for the space of -five days, the old board of Commis-
sioners, or any three of them, shall assemble and proclaim a new election,
and give at least five days' notice thereof.

394. The Commissioners, on the first meeting after said election, shall
choose one from among their number, who shall be President of the board,
whose duty it shall be to preside at the meetings of the Commissioners,
and preserve decorum, and give such directions as may be deemed necessary
to carry into effect the provisions of this subtitle of this Article.

395. The Commissioners may meet together at such times as occasion
may seem to require upon the business of said village, not less than once
in every three months; and if during the year for which they are elected,
any of said Commissioners shall die, resign, remove from said village, or
from any cause be disqualified, an election to fill the vacancy, on ten days'
notice being given by the Commissioners, shall be held, at which all persons
qualified as specified in Section 390 shall be entitled to vote.

396. They shall have power to appoint a clerk and assign his duties,
allowing him such compensation for his services as they shall think proper;
and all ordinances passed by said Commissioners shall be entered by their
clerk into a book kept by him for that purpose, and shall be at all times
open for the inspection of any person interested, and copies of all ordi-
nances shall be put up in the most public places of said village.

397. The corporate bounds or limits of said village shall be as follows:
Beginning at a stone on the north side of the Harrisville Road, three hun-
dred feet in a westerly direction from the centre of Wilson Avenue, where
the same joins the said public road; and running thence north twenty-three
degrees and forty-five minutes, east one thousand and twenty-nine and
three-tenths feet, to a stone at the northwest corner of the public school lot;
thence north eighty-seven degrees and twenty minutes, east two thousand
two hundred and forty-five feet and seven-tenths of a foot to a stone in
Keilholtz meadow, seven feet east of the run and thirty feet northwest
of an ash tree; thence south fifty-eight degrees, east fifteen hundred and
fifty-seven feet to a stone fifteen feet north of the centre of the public road
leading to brick meeting house near the bridge below Briscoe's Woods;
thence south seventy-five degrees and forty minutes, west five hundred and
ninety-nine and five-tenths feet to a stone at the southeast corner of Jessie
A. Kirk's lot, and southwest corner of Charles Keilholtz's land; thence
south eighty-two degrees and ten minutes, west three hundred and five and
