twenty-five (25) years of age and bona fide residents of said town for at
least two (2) years preceding the date of their election, and shall, each
in his or her own right, or in the right of his wife, or her husband, as the
case may be, own real estate in the town assessed at not less than $600;
and all citizens of the United States above twenty-one (21) years of age
who shall have bona fide residences in the town for two (2) years next
preceding the election at which they shall offer to vote, and who shall have
been duly registered as hereinafter provided, shall be entitled to vote for
said President and Commissioners.

171. The President and Commissioners of the said town of Elkton are
hereby authorized and directed, not later than the 10th day of May, in the
year 1914 and by the 1st day of May in every year thereafter to appoint
two registers of voters for the Town of Elkton, one from each of the lead-
ing political parties of the State; said registers of voters shall receive the
same compensation as registers of voters under the general laws of the
State, and shall hold office for one year and until their successors are duly
appointed and qualified; said registers shall take the usual oath of office
before the President of Elkton and the President and Commissioners of
the Town of Elkton shall procure and deliver to the said registers of
voters two suitable registration books similar in all respects to registra-
tion books now in use under the Election Laws of Maryland, and shall
also designate the place where the registration shall be held each year.

172. Said registers of voters shall open their books of registration at
the place designated as provided by Section 171, on the third Monday
and Tuesday of May in the year 1914, for a complete registration of the
voters of the Town of Elkton who possess the qualifications required by
Section 170, and every year thereafter on the second Monday in May to
register new voters and to revise the list of said registration, notice of
which said registration shall be given by hand bills to be posted in at
least ten places in the town, and at said registration of voters said regis-
ters of voters shall duly register all voters possessing the qualification as
provided in Section 170, who shall apply in person for registration. Any
register of voters who shall knowingly violate the provisions of this Act
shall be guilty of a misdemeanor, and upon conviction shall be punished
as provided under the General Laws of this State relating to registra-
tion, and said books of registration shall at the close of each registration
be turned over to the President and Commissioners of Elkton for safe
keeping, and shall by said President and Commissioners be delivered to
the judges of any town election for the purpose of holding said town
election.
