any individual employed by said Road Directors or Road Engineer who
are not employed by or under any supervisor; and any false swearing to
such accounts by such supervisors or other employees shall constitute per-
jury, and shall be punishable as such, and no such accounts shall be paid
by the Road Directors unless accompanied by the affidavit above required;
and the said Road Directors, if said statements are approved by the Roads
Engineer, shall pay said sums by drafts upon the Treasurer of Allegany
County, signed by the chairman of the Road Directors, and countersigned
by the Roads Engineer, which said drafts shall be made payable directly
to the parties by whom the work was done or materials furnished; and all
expenditures costing over fifty dollars ($50) on the public roads or bridges
in Allegany County shall be under the supervision of said Engineer.

542. Each Road Director shall be paid a salary of eight hundred
($800) dollars per annum payable out of the road fund in quarterly in-
stallments. Said directors shall meet for the transaction of business at
least twice a month. Said directors shall be subject to removal by the
Governor of the State for neglect or refusal to comply with the duties of
their office. If any of the directors shall die, resign or be removed his
place shall be filled by appointment by the remaining directors within
thirty days after such vacancy shall have occurred, and the one so ap-
pointed shall be of the same political faith as his predecessor. Two direc-
tors shall always be of different political faith from that of the other two.

543. The Road Directors herein provided for shall take charge and
supervision of all roads and bridges in Allegany County and shall see that
no obstructions, hindrances or injury are or is permitted upon any road or
bridge under their supervision, and any person placing any obstruction of
any kind whatsoever on the public roads or in any side ditches thereto shall
be liable to a fine of not less than five dollars nor more than twenty-five
dollars for each and every offense, which may be imposed by the justice
of the peace upon the complaint of the Road Directors or Engineer, and
the person so placing the said obstruction on the public roads or in the
side ditches thereto shall be liable to a fine of not less than five dollars nor
more than twenty-five dollars for each day that he permits said obstruction
to remain after the expiration of two days from the imposition of the orig-
inal fine. All fines collected under the provisions of this section or of other
sections of this Act shall be paid over to the Treasurer of Allegany County
and credited by him to the account of the Road Directors; all such fines
to be collectible as other fines imposed by justices of the peace.
