137. The pay of witnesses for attendance before the County Commis-
sioners shall be the same as for attendance before the Circuit Court, and
shall be regulated in the same manner.

138. The County Commissioners shall, before making their annual
levy in each and every year, contract for printing and publishing, for the
period of one year from the date of making such contract, all matters
required by law to be published, except the public local laws, which may
be passed at each session of the General Assembly, in two newspapers,
and not more than two, which papers shall be of large circulation and
published in Cecil County; provided, said contract shall not allow for
compensation for such printing and publishing a sum exceeding in the
aggregate eight hundred dollars.

139. The County Commissioners shall cause to be published in two
newspapers, published in Cecil County and having a large circulation
therein, and not more than two, all public local laws passed at each ses-
sion of the General Assembly affecting Cecil County, and made to take
effect from the date of their passage, once a week for three successive
weeks.

140. The County Commissioners shall levy annually the amount re-
quired to pay the interest on the bor.ds issued under the Act of 1886,
Chapter 240, and also the amount necessary to redeem said bonds as they
shall mature; and the said bonds shall be exempt from taxation for county
and municipal purposes, and said Commissioners are forbidden to apply
any portion of the taxes so levied to any other purpose; nor shall they,
in any year hereafter, except when extraordinary circumstances may re-
quire it to be done, exceed in their expenditures for all county purposes
the amount levied for said year; and when an emergency may compel
the creation of a deficiency, the same shall be plainly shown in the annual
statement of county expenses, and be levied for in the first levy made-
after its creation.

141. The County Commissioners of Cecil County are hereby required,
in addition to the annual statement of county expenditures required to
be made out and published by law, to make out, at the end of each month,
a complete, perfect and detailed statement of all claims filed with said
