pensioners; but in no case shall they levy more than thirty dollars a year
for any one person; they shall levy in each year such sum as they shall
ascertain, by a careful estimate, to be sufficient to pay all the current ex-
penses of the county for the ensuing year, and shall apply the sum so
levied, first to the payment of state's witnesses and jurors, and then to
such other expenses as they may deem proper.

134. The Board of County Commissioners of Cecil County, as pro-
vided by Section 45 of Article 43 of the Code of Public General Laws
of Maryland, title "Health," shall ex officio constitute a local board of
health for their respective county, and shall have and exercise all the
duties of a board of health as provided in said Article, except in the cases
where the charter of any city or town in the State contains provisions
inconsistent therewith; and the said County Commissioners shall not be
entitled to receive any compensation for the performance of the duties
of the board of health in addition to the salary they receive as such
County Commissioners, but said salary shall be taken and accepted by
them in full payment of all compensation for such services.

135. The Board of County Commissioners of Cecil County is author-
ized and empowered to borrow money for the use of the county when-
ever it becomes necessary iu order to defray the current expenses of the
county; the sum borrowed shall not exceed in any one year twenty-five
thousand dollars; provided, that whenever the Board of County Com-
missioners intends to ask for a loan of money, it shall give at least ten
days' notice by publication in two of the newspapers published in Cecil
County, stating in said notice the amount of the loan to be asked for, the
reason the money in required, and for what purposes it is to be used, and
if at the end of the fiscal year, the Board of County Commissioners finds
that the expenditures for the year exceed the amount of the taxes collected
after deducting the amount of money borrowed during the year, then it
shall be the duty of the Board of County Commissioners to include any
deficit for the year in the levy for the next fiscal year.

136. The County Commissioners are authorized and empowered to
issue a summons for any person whose appearance before them they shall
deem necessary for any purpose; and any person so summoned, and re-
fusing to appear or to be sworn, or to answer, shall be liable to prqsecu-
tion therefor, and upon conviction before a justice of the peace, shall be
fined not exceeding thirty dollars for each offence, said fine to be paid
into the county treasury to the credit of the public school fund; and every
summons issued under this section shall be returnable on the day named
therein, and shall be directed to the sheriff of the county, who shall re-
ceive the same fees, and be liable to the same penalties as are now received
