1922., ch. 144, sec. 80A.

81. The John Janney survey, plat or blueprint of the same made in the
year 1836 shall be recognized as a correct survey of the town of Charles-
town and received as evidence in any court of law or equity in the State
of Maryland. The said survey, plat or blueprint shall be filed and record-
ed with the Clerk of the Circuit Court of Cecil County.

82. Every Commissioner, at the time of his election, shall be an actual
resident of the town and qualified to vote for delegates to the general as-
sembly; if any vacancy occurs, the remaining Commissioners shall fill
such vacancy until the next general election.

83. The said Commissioners shall meet at such times as they shall deem
expedient, and may appoint a clerk to register their proceedings; and may
also appoint a bailiff of the town, who, within the limits of said town and
common, shall have all the powers and perform all the duties of consta-
bles.

84. All the public property belonging to the town shall be vested in said
Commissioners, who shall use the same for the benefit of the town, and
they may sell or lease the same with the consent of a majority of the voters
of the town; and may impose fines not exceeding ten dollars for the viola-
tion of the by-laws, which fines shall be collected, in the name of the said
Commissioners, as small debts.

CHESAPEAKE CITY.*

85. The inhabitants of the town of Chesapeake City, are a corporation
by the name of "The President and Commissioners of Chesapeake City,"
and by that name shall have perpetual succession, may sue and be sued,
may purchase, hold and dispose of real, personal and mixed property, for
the use and benefit of the town, and may have and use a common seal,
which may be altered at pleasure.

86. The President and Commissioners of Chesapeake City shall consist
of five persons, a President and four Commissioners, who shall be citizens
of the United States, and at least twenty-five years of age, and who shall
be bona, fide residents of said town of Chesapeake City for at least two
years next preceding the date of this election and who shall each in his
