1870 ARTICLE 7.

1900, ch. 206, sec. 171.

443. The Mayor and Council shall cause to be maintained a registra-
tion of the legal voters of the town, such registration to be obtained from
the registers' books of the district of which said town of Union Bridge
is a part, and said list to be changed, attend and added to at each sitting
of the registers of the district appointed by the Governor and corrected
in the manner provided in the general registration law of the State; such
registration shall be essential to the right of voting at any election under
this charter; provided, however, that all non-resident male adults who
hold real estate in said town to the value of five hundred dollars or more
shall be entitled to vote, and should be duly entered on the registration
list, such information to be secured from the city clerk; said registration
book of the town is to be kept in the custody of the city clerk until the
judges of election have duly qualified, when they are responsible for its
safe keeping until it is returned to the proper authority, which must be
done within twenty-four hours after the close of the polls.

444. If any person elected to the office of Common Councilman shall
refuse or neglect to qualify within two weeks after the election, or be
otherwise disqualified, the Mayor shall immediately order a new election
to be held to fill the vacancy; provided, however, that no election shall be
held to fill vacancies in the office of Common Councilman so long as the
Mayor and three Common Councilmen shall remain, who have been duly
elected and qualified, and in which latter case the three remaining shall
elect Councilmen to fill the vacancies.

445. It shall be the duty of the Mayor, through the Town Clerk, to
notify by public posters at least ten days before the time of said nomi-
nations of the time and place of holding such nominations.

446. All. nominations shall be made in a convention of the voters of
the town at least two weeks prior to the time of holding the election, the
date for which convention shall be designated by the Mayor and Council.
Two persons shall be nominated, of proper qualification, for the position
of Mayor, only one of whom is to be voted for, and ten persons of the
required legal status for the office of Common Councilmen, only five of
whom are to be voted for. A committee shall be named by the chairman
of the convention, to consist of three persons, to wait upon the nominees
and ascertain their willingness to serve, and report results of same to
the clerk of the town, whose duty it shall be to refer the matter to the
Council; and in the event that any person or persons so nominated shall
decline to serve, then the Council shall have power to fill the vacant places
on the ticket, and shall authorize the clerk to have tickets printed for
distribution and for supplying poll-room on date of election.
